Russia might introduce fee for traveling abroad

A “departure tax” may appear in Russia: working group at the Federation Council proposed to consider tax incentives for regional airports, subsidies for socially significant air routes, and introduction of the “infrastructure fee” for passengers flying abroad.

The “Parliament Newspaper” writes that this way the government plans to collect funds for modernization of regional aviation hubs in the Far North and the Far East, where the local aviation is often the only effective way of transportation.

The newspaper notes that large Moscow air hubs can maintain themselves, so the collected money will be sent to distant regions. The tax rate will be coordinated with the Ministry of Transport. As the article notes, the fee should not be noticeable for tourists.

Earlier, Vladimir Putin instructed the Russian government to introduce a “vacation fee”.

“It is required to make changes to the legislation for introduction of a vacation fee, which can be used for the development of resorts of the Russian Federation,” said in a document published on the official website of the Kremlin.

According to the decree, it must be done before March 1, 2017. Prime Minister Dmitry Medvedev was put in charge of implementing the decision.
