Russia believes that the Minsk Protocol must be implemented only by Kiev and the Donbas, while the Russian Federation is only a “guarantor” of the process and supposedly is not part of the conflict.
This was announced by the Russian President’s press secretary Dmitry Peskov in an interview with British television channel BBC.
“The problem is that we are not a country that should comply with the Minsk Protocol. We are a country which should guarantee its implementation, together with France and Germany,” he said.
Peskov stressed that “the Minsk Protocol should be implemented by Kiev and the guys in Donbas.”
On January 18 the leaders of Russia, France and Germany discussed the issue of implementation of the Minsk Protocol by phone.
They came to the conclusion that the Protocol is the only way to resolve the crisis in eastern Ukraine.
