The heads of the Ministries of Defense of Ukraine and the United States Ashton Carter and Stepan Poltorak signed the “Concept of development of the partnership between the Ministry of Defense of Ukraine and the Ministry of Defense of the United States for five years.”

This was posted by Poltorak on his Facebook page.

“For the first time in history we have signed a cooperation agreement for such a long period of time. It is aimed at supporting defense reform in Ukraine, and will allow to implement programs of bilateral cooperation, transfer military equipment, material and technical resources, service delivery, and personnel training,” he wrote.

According to Poltorak, during the meeting Carter noted that the position of the U.S. on the aggression against Ukraine remains strong, the annexation of the Crimea will never be recognized, and “the hybrid war” in Donbas against Ukraine will end with humiliating defeat for Russia.
