Bill on decriminalizing domestic violence has passed first reading in parliament


On Wednesday, January 11, the draft law on transferring the first precedent of domestic battering from criminal offenses to administrative offenses has passed the first reading in the State Duma.

Any subsequent incidents of domestic violence remained criminal offenses.

Battering is described as actions that caused physical pain, but did not lead to short-term impairment of health or disability.

Currently, beatings outside of the family, committed for the first time, are qualified as an administrative offense, but as a criminal offense in the family. Such amendments were adopted by the State Duma this summer.

Thus, according to the law-makers, the current bill brings consistency to the matter.
